We are currently seeking a Development Manager to join our Development Team.

Based in Kelowna, BC, the Development Manager will report to the Sr. Development Manager and will work extensively with internal and external stakeholders to advance projects within the Troika portfolio. As a Development Manager you will be involved in the full range of activities in the development process including but not limited to the management of the projects’ entitlement and execution phases, oversight of project schedules and budgets, design development, managing third party consultants, liaise with municipal staff to secure project approvals, community/political outreach, and coordinating across internal functional areas such as finance, construction, leasing/sales, and marketing. The Development Manager will be responsible for a variety of different project types, from land development to multi-family and commercial projects.

Key Responsibilities:

The Development Manager should be prepared to work in a collaborative, fast-paced, team centric environment. Duties include but are not limited to:

· Lead the project consulting team through all phases of development to ensure projects are consistent with the approved project budget and schedule (Architects, Engineers, Designers etc.).

· Acts as the project lead, strategically coordinating and providing relevant information to, and directing the efforts of various internal departments (e.g., marketing, leasing, construction) to maintain project momentum and adherence to established timelines and budgets.

· Lead and manage the project delivery process, including design, development, and approval processes.

· Provide leadership in overseeing the seamless transition of projects from design concepts to construction completion, ensuring alignment with project goals and timelines.

· Act as a key technical resource, offering ongoing support and expert guidance to Construction Project Managers throughout the construction phase to ensure successful execution and delivery.

· Report clearly and concisely on project progress in a format suitable for a variety of internal and external stakeholders.

· Assist the Investments Team in the due diligence of new projects as required.

Design:

· Develop project plans, schedules, and budgets by establishing project goals, objectives, and strategies in collaboration with internal partners.

· Guide architects and consultants through project design with consideration given to desirability, market trends, target market, construction costs, sustainability, and efficiency.

· Strive to set and meet benchmarks of performance in areas of sustainability and innovation.

· Identify and implement value-add opportunities through design development.

Approvals:

· Develop consultation and approval strategies and execute plans for a successful outcome.

· Co-ordinate with the project team and consultants to prepare all applications for municipal approval, for development, demolition, building, and occupancy permits.

· Cultivate strong and sustaining relationships with colleagues, partners, community stakeholders and government authorities.

· Plan and lead public meetings and presentations.

· Negotiate and manage critical legal documents.

Construction:

· Collaborate with Construction to ensure budget, schedule, and quality requirements are met.

· Conduct weekly or monthly onsite walk-throughs to review project process, identify risks, and assure quality.

· Act as the central authority for changing order management and signoffs for construction or design related modifications as required.

· Assist finance in the preparation of financing progress reports.

Realization:

· Collaborate with internal or external leasing or sales staff to ensure the project delivery targets are met or exceeded (timing, quality, etc.)

· Collaborate with marketing personnel on timing for all press releases or marketing campaigns as required to advance the interest of the project.

· Collaborate with Property Management or Customer Service to ensure the finished product is handed over in a seamless way, including all necessary warranty, deficiency, building systems, or other information.

Qualifications and Requirements:

· University degree or equivalent experience, preferably in Business, Urban Planning or Engineering.

· 3-5+ years of experience in Real Estate development and construction, including acquisition, municipal, and construction processes.

· Experience leading teams and consultants in real estate and land development projects.

· Degree in relevant fields such as Land Economics, Urban Planning, Architecture, Engineering, or Business.
