Fire the managers, thoroughly investigate before hiring. Play fair and treat staffs concerns a must!
I've been with the company for almost 8 years. Is it perfect? No, but they do their best. Staff are given a lot of opportunity for training. Regular gifts throughout the year are a nice little boost to morale.
Advocate for proper training for new positions. Have open conversations in a large group setting to discuss changes. Provide time for administrative work to be completed, instead of assuming that people will work for free. Enforcing chain of command
Clean house, rid of poor management and bring in those who will follow rules and policies as well as competent enough to properly deal with issues in a professional way. Hire people from frontline employees to upper management that genuinely cares for their employees and person served.

More emphasis on bringing employees together for recreation or lunchtime.
Complete transparency and accountability. A complaint to a manager will be CC'ed all the way to the CEO, and followed up on from the CEO back to the worker. No cover ups. No collusion.
