Start by implementing a program to have employee retention. That begins with training instead of being thrown to the wolves. Have a budget that’s reasonable for the size of office. Change the hiring process for management. Have accountability be a thing that gets reprimanded.

I would revisit middle management roles to ensure that there are actual leaders in those roles that will grow more leaders. Not just bosses.
I would take a hard look at the culture and how to move that to a more positive one.
Listen to your staff. Quit posting fluff. (Especially on here). The pointing Fingers at staff when things go downhill is wrong.
Management needs better training, better support and stop talking behind backs and stabbing people in the back. You will find better results that way
More transparency. Take care of their people. They will take care of your customers.
Help to create an environment where people feel free to share thoughts and ideas with out fear.
The management structure needs a complete overhaul. There are way too many people that are trying to prove that they are essential to such a large company. There are so many that are in a management position that do not care unless sales are coming in. Listen to your people that are on the front line, they are the ones that know what is happening and having to deal with any repercussions that changes have caused.
I would hire a receptionist for each office. I would make sure there are dedicated ICBC personnel so that the other staff do not fall behind with the all the walk-ins. I would ensure that the management is more educated and more mature. And, I would definitely amend the hours and increase the employees pays.
