US managers afraid of Tokyo management, near complete disconnect

The culture is strange. Little of the good of Japanese culture. Lots of bad. Managers won't make decisions just in case Tokyo MIGHT disapprove. Tokyo managers won't take initiative. Hundreds of employees are being forced to move from Manhattan HQ to White Plains - or get fired. That's mainly because a number of senior managers live near White Plains and will greatly reduce their commute.
The firm has NO common sense. Employees who do tend to get fired. The firm says they are proud of not laying people off, yet employees often leave in large groups with no explanation.
There is little to no cooperation between offices, regions or HQ. Lots of rules, but almost no actual controls. No one knows where the money goes, or why. There are pockets of dedicated employees, and even bigger pockets of employees hiding out from work. Managers only cooperate with other managers they get along with.
