Can an international student work more than 20 hours for skip the dishes?

They can work, but not more than their allowed hours. Skip records everything and this is a real risk for international students to work more than 20 hours.

I read several comments by drivers about their "shift" so does that mean you have to tell skip in advance what time you will start and finish or can you just decide on the spot? and if you are busy you can work more but if slow you can turn off the app and go home?

You need to give them your availability in advance. You can check in at any time and pick up deliveries or shift times that get dropped by refreshing the open shifts screen constantly but you'll get way less deliveries doing a drop check in.

Does skip the dishes count our working hours?

Hours only need to be counted if they are insurable hours. Skip does not produce an ROE because couriers are not employees, therefore counting hours would serve no purpose.
