Great job with poor upper level management

There are a variety of projects and jobs available but none of it is guaranteed. For larger projects, co workers are often temps who have no desire to be at the work location and often wander off.
For individual "pick-up" projects, immediate supervisors are very understanding, helpful and flexible but are often put into poor situations by their management.
Managers do not even keep in touch with one another, often leading to significant misunderstandings that cause confusion for employees at ground level. Managers openly play favourites, often completely ignoring legitimate work emails, but responding to friendly texts from better known employees.
