Great compensation, poor culture

Great total compensation program for non-unionized employees. Very poor organization culture. Oftentimes management is in pursuit of individual interests over public interest.
Current Municipal Council and CAO are working hard to rid the organization of the culture of waste, nepotism, low productivity, etc. They need all the support they can get, although their decisions may not be popular to those who stand to lose.
