Toxic upper management. They act like they are running a for-profit business, when public libraries are a non-profit organizations. Staff are not properly supported.

Not directly, but you can apply for scholarships. In some instances, RPL may pay for part-time university studies if it is something that will benefit RPL. There is an annual conference day for the entire library, and you can also apply to go to conferences in other cities if you agree to share what you've learned from it.
