1. Start with hiring a human resource professional. 2. Do exit interviews, to see the reasons why people are leaving all the time. 3. Hire people who actually qualify for the positions. 4. Let the bad workers go, they'll just ruin it for the good ones. 5. Accept that there are issues with your company, then change things to make it a 'quality' place to work.
