Technical / architecture decisions are guided by the people who created the legacy problems. Few people are trying to take the initiatives on how to fix them. HR is being used as a politics tool and is there to help established seats to run their game, and goes an extra mile to keep salaries low. Fear driven engineering culture where new technology / solutions threatens the status quo and promptly gets shut down. Although top management seems to have their heart in the right place if you are looking to grow and make impact, this isn't the environment you would want to be in.

Politics, poor growth opportunities
It has the worst politics and no clear product direction. It is a project-based organization. Paybyphone has no test environment and delivers software with lots of bugs. There is no clear product iteration strategy due to which they give less focus on the products post MVP stage
They try to follow all the cool trends with technology, however, the technical leadership is not effective. Execution matters as much as the technology use, however, the current leadership is making decisions based on hype and isn't analyzing effectiveness to see if the execution is improving. So the systems and technology are overly complex and progress making changes is very slow.
Poor Technical Direction
Company runs after the next shiny thing = the next big contract, competing in a market where price is a race to the bottom. Legacy software being slowly rebuilt. Insane office politics, little emperors ruling isolated groups.
