Raise wage to at least $20 per hour or more. Also some sites are very hostile with client employees that are weird and anti-social.

Give new security guards going to secondary interview a opportunity even if the hiring pannel believes they are not qualified for the position. If not give the opportunity and chance to gsin the skills in training at site location, how possibly can you retain new security guards if not given a chance to being hired and being trained
