My experience was quite awful.
Our department was run by an over all nice manager but she preferred some people who were beyond abusive.
She always claimed to be front about it and "if they're abusive, you let me know" and you will let her know, she will talk to them and the following day, we start all over again and when you told her that again, her criteria was shocking: "People don't change". Shockingly unacceptable.
The manager's culture and upbringing mixed with office politics is a rather uncomfortable situation for whoever is under their management.
