I would definitely clean house! Once the negativity is taken away from the call centre environment. You will definitely have a more positive and effective flow which one convert into more sales and happy employees.

They don't invest in their employees, so they might only be getting by because of their business models. That wont last forever.

Time off was basically bare minimum to the Employment act. Not competitive at all for time off.

Honestly, I would fire many of the managers and promote loyal, long-term employees into key management roles instead of weeding them out or hiring new people. Try giving some responsibility to people who have been around for a while and have done good work, because they can more effectively understand and communicate the unique issues that come up at Inter-Web Services.
