With short term contracts, how does the school board ensure that those employees are retained after, and or how does the school board ensure that those candidates leave with a great experience?

When transferring from another school board I feel the experience attained at the first board should be taken into consideration with the pay grid, and job offer. People usually do not leave if they are happy and respected. Good people leave when they are not listened to and not respected.
