Look at the positive of a workers track record and reward them well on their paycheck and get rid of the ones who do nothing except drag good workers down with them and get zero.
Offer more junior growth programs and encourage student employees to play a larger roll in the company. If Coke had showed me a future of opportunities without me needing to dedicate 40Hrs + a week while in school, i'd likely still be working for them.
