Job Summary
As a key department supporting the infrastructure of the University, the mission of Facilities Management is to provide the Dalhousie community with an inviting, safe and sustainable environment which supports and enhances an inspiring experience in learning, living, working and research. Reporting to the Trades Services Manager, the Utilities Manager is responsible for the administration, operation, maintenance and repair of the campus-wide utilities infrastructure. The incumbent will identify and coordinate energy efficiency best practices and develop plans to reduce campus greenhouse gas emissions by incorporating these practices through efficient facilities operations. The Utilities Manager will be responsible for management and operation of the campus building automation system, Metasys and the maintenance and operation of the campus Access Control System.

Key Responsibilities
  • Provide leadership and direction to the campus on the management, maintenance, repair and renewal of the campus utility distribution infrastructure (electricity, steam, water, compressed air, HVAC and access control).
  • Manage the planning, operation, maintenance, and life cycle replacement of the Dalhousie enterprise building automation system (Metasys), campus access controls systems, and oversee and maintain the campus Energy Management Information System (EMIS) to ensure campus building systems are operating in an optimal and safe manner.
  • Responsible for ensuring direct reports and contractors working under their supervision employ safe work practices in every facet of the performance of their duties while working on campus.
  • Effectively determine Human Resource requirements and manage a team of 25+ unionized staff with various trades certificates, in matters related to hiring, training, development, discipline, and performance management in a manner that supports the fluctuating needs of the University and promotes a team environment to help ensure the University’s strategic priorities are met.

Due to operational requirements, the successful applicant is required to work in-person on campus.

Qualifications
Undergraduate degree in Engineering, or equivalent related technical training and experience, plus significant related facilities management leadership experience, with extensive knowledge of utility distribution and building automation systems. Proven leadership skills and proficiency in the management and supervision of unionized staff is essential. Must be able to prioritize and manage several concurrent activities. Ability to provide for effective staff training. Ability to read and interpret mechanical and electrical drawings and specifications. Good communication skills (oral and written) and computer skills, which, at a minimum, include word processing and spreadsheet applications and computerized maintenance and project management tools.
