NOTE: We are looking to fill 2 fulltime positions. Working within a matrixed organization, the Project Controls Analyst III (PCA II) will report to the Manager of Project Controls with a specific work assignment in our Direct Assign Project (DA) portfolio. The PCA III initiates and maintains financial data for portfolio, leads high impact project controls improvements within the Project Group and provides technical guidance to Project Controls Analysts. Within AltaLink, the PCA III will provide day to day coordination / leadership of cost control interactions with Project Management, Regulatory, Siting, Land, Scheduling, Cost Engineering, Accounting, and Business Analysis functions on complex projects as well as for the entire portfolio on a project and program level . The PCA will be responsible to provide day to day coordination/leadership and mentor other PCA’s within their portfolio. Externally the PCA III interacts with consultants, contractors and EPC service providers.

Responsibilities

Cost Controls
  • Identify, initiate and lead improvement actions of cost controls assignments with complex solutions and significant business impact.
  • Guide and mentor other Project Controls Analysts on complex controls processes, systems, and financial transactions in the areas of estimating, forecasting, and cost performance.
  • Prepare and ensure applicable financial project controls on estimates, forecasts, billings and project close-out.
  • Ensure compliance with AltaLink, Regulatory and GAAP accounting standards and policies.
  • Liaise with EPC, Suppliers and AESO to resolve issues relating to capital cost reporting.
  • Liaise and coordinate within the PMO and with other Delivery Teams to develop and update the program financial baseline, perform cost analysis and report on financial performance.
  • Interface with Project Managers, Planners, Customer Services and EPCM Services Providers to ensure alignment of cost estimates and cost forecasts with schedules.
  • Assist with risk assessment and advise Project Managers on suitable cost allowances.
  • Conduct project cost performance assessments. Adjust project forecasts, identify where budgets and milestones are at risk, and assess follow-up on remedial actions.
  • Support the Project Manager and PMO in preparing all cost estimates and change orders for stakeholder and customer approval.
  • Assess the validity and resolve discrepancies of EPC project reports,
  • Prepare and ensure the integrity of capital cost reports issued by AltaLink.
  • Setup and maintain projects in SAP per PMO defined standards.
  • Define and provide performance indicators and information for project reviews, assessments and management reporting.
  • Ensure execution of change control management follows AltaLink procedures
  • Provide quality assurance and adherence to corporate Project Controls procedures and practices. Schedule Management
  • Interface with Project Managers, Planners and stakeholders to support schedule logic diagrams and development of well-defined schedules that meet established cost targets and milestones.
  • Support and development and tracking of enterprise resource needs on multiple projects ranging in value and complexity.
  • Coordinate risk assessment and analysis in conjunction with schedule scenarios.
  • Monitor, review, and report on the schedule status and performance during all project phases,this includes tracking actual versus budget, earned value, updating forecasts, and analyzing schedule deviations.

    Qualifications

  • Post Secondary Degree or related combination of education and experience.
  • Minimum 7 years of related experience managing +$300m or 10 complex projects.
  • Proficient in the use of Microsoft Office Suite and SAP modules: Finance, Controlling, Project Systems, Materials Management, and Plant Maintenance.
  • Knowledge of Primavera (P6) an asset.
  • Experience in EPCM cost estimating, cost modeling, economics and cost analysis.
  • Sound knowledge of project management practice (i.e., Critical Path method, Earned Value Technique) and experience in work and resource planning, budgeting, monitoring, analyzing and reporting.
  • Knowledge in engineering design practices, procurement and construction is an asset.
  • Experienced in preparing monthly status reports for project and program reviews, feedback to the AESO and for feedback to customers.
  • Experienced in the preparation of the annual capital and operating budgets
  • Experience leading a team.
  • Strong analytical, communication, teamwork, decision making, detail oriented, adaptability/change management skills.
