The Departmental Controller directs all aspects of the financial, budgetary and fiscal requirements for the Departments/Agencies of Environment and Conservation, Services Newfoundland and Labrador, Innovation, Business and Rural Development, Tourism, Culture and Recreation, Fire and Emergency Services – Newfoundland and Labrador, Government Purchasing Agency and the Labour Relations Agency in accordance with applicable legislation and policy. The incumbent provides professional financial management advice to the Departments/Agencies and is responsible for establishing effective financial management procedures and processes including the development of budget proposals and implementation of reporting processes related to the analysis of expenditures against approved budgetary allocations. The Controller manages the Departments’ Finance and General Operations Division and leads a team of professional and administrative staff so as to ensure effective planning, management and control of the financial and general operation functions (i.e. accommodations, general purchasing, etc.). Some of the specific responsibilities for this position include: Charting the financial strategic direction of the Departments/Agencies through participation in and knowledge of the overall strategic operational direction as well as the financial implications of the various programs provided by the Departments/Agencies; developing the strategic financial direction in conjunction with the Departments/Agencies Program Directors and Executive, the Department of Finance Budgeting Division, and within the confines of Government’s fiscal framework; acting in an advisory role to Executives on matters having long-term fiscal implications; leading budget preparation, forecasting and monitoring processes; providing guidance and support to Program Directors on budget-related matters; establishing, implementing and monitoring sound internal control processes for the receipt of public money and the expenditure of public funds; responding to complex financial issues which may not be defined by existing policies and procedures; ensuring compliance with the Financial Administration Act, the Public Tender Act and financial policies of the Department of Finance; conducting financial and operation reviews; designing, preparing and submitting departmental financial plans and reports; applying Generally Accepted Accounting Principles (GAAP) as they apply to the public sector; providing financial oversight for the financial operation of regional offices and acting as liaison with other departments on various transitional, financial and operational matters.

Qualifications
The position requires progressive senior management experience combined with knowledge of accounting, auditing and financial principles and practices. The successful candidate must have a comprehensive understanding of Government’s financial legislation, regulations and authorities; budget processes, financial management systems, and micro computer applications. The successful candidate must demonstrate the ability to plan strategically and to lead the organization in implementing various strategic financial initiatives. The incumbent must possess well developed communication, analytical, problem solving and interpersonal skills, and will exercise independence and sound professional judgment in a dynamic and demanding environment. These qualifications would normally be acquired through completion of a relevant university degree, a professional accounting designation and relevant progressive experience in a senior management capacity. Experience in risk management and developing internal controls is also required. Equivalencies may be considered
