Main Purpose & Function
Reporting to the Streets, Traffic & Electrical Operations Branch Manager, this position is responsible for leading, planning, assigning and supervising the work of a large group of employees engaged in the construction, maintenance and repair of municipal infrastructure on City streets and lanes. To assist in or take responsibility for projects and preparation of reports regarding costing, budget status, staffing levels and street construction work.

Specific Duties & Responsibilities
This position is responsible for overseeing many critical aspects of the Streets, Traffic & Electrical Operations Branch, including:

  • Budgets
  • Hansen Work Management
  • Street Cut-Repair System
  • Office Staff Administration
  • Degradation Fee Administration
  • Establishing Construction & Maintenance Unit Rates
  • Postings & Job Classifications
  • Inter-Branch Special Projects
  • Major Maintenance Program Development
  • Tenders/Contracts Liaison with Procurement Branch
  • Branch Equipment & Truck Fleet

Other responsibilities include assisting in the preparation and regular monitoring/reporting of the operating budget status, as well as dealing with other branches and outside agencies. To provide leadership and direction in the development of a work group of approximately 100 employee's, the posting and filling of vacancies and the training and development of staff. Training responsibility includes concept and detailed preparation of standard safe practices and training materials as well administration of training courses. To deal in a timely manner with Union matters including preparing and presenting cases at grievance meetings. To play an active role in the snow and ice program.

Grade 12 supplemented by formal training courses in Engineering/ Municipal applications and administrative course related to the work. Previous experience overseeing a large Operating Budget is essential. Professional Engineer, certified Technologist or Certified Public Works Inspector is an asset. Strong analytical skills for costing, process review and business case analysis. Proven background to be an innovative thinker who is open to experimentation and
change. Proven ability to recognize overall corporate objectives and recognize role and immediate goals. Strong ability to work cooperatively with others. Proven ability and considerable experience in motivating, supervising and leading a large number of staff. Excellent organizational and time management skills. Extensive related experience in: Municipal design and construction related to street work, municipal maintenance requirements and procedures; project management; job costing; construction estimating. Computer literacy in spreadsheets, databases, word processing
and the City’s software Systems. Knowledge of SAP and Hansen is an asset. Excellent communication, interpersonal and public liaison skills. Strong negotiating skills with the public, inter-branch and outside agencies/companies. Proven ability to manage budget and accounts. Extensive knowledge of construction and maintenance principles, methodsand procedures, work hazards, WCB and collective bargaining procedures. Ability and experience in preparing and
presenting technical reports both orally and in writing with independent recommendations. Ability to work independently and with good judgment. Local area travel is required of the position and transportation arrangements must meet the operational requirements of Engineering Services.
