Main Purpose & Function
The Senior Financial Analyst is an integral member to the Financial Planning & Analysis team and reports to the Senior Manager, Long-term Financial Planning. The main functions of this role are:

  • Develop complex business case analyses, valuation and modeling, and formulate financial strategies for priority initiatives relating to the Engineering Department
  • Support long-term financial planning for the Engineering Department

Specific Duties & Responsibilities
Strategic Decision Support:

  • Lead the development of complex business case analyses, valuation and modeling, determine long-term financial implications and formulate financial strategies, and influence high profile and high impact business decisions on priority corporate and Council initiatives relating to the Engineering Department based on financial analytics and application of corporate policies

Long-term Financial Planning:

  • Develop, maintain and update the Engineering Department’s long-term financial model incorporating financial implications from corporate and Engineering’s business plans, Council initiatives, regional governments and external agencies
  • Conduct scenario analysis taking into consideration macro economic and City-specific factors
  • Support the development of the long-term financial plan and strategy for the Engineering Department

Qualifications
Education and Experience:

  • A post-graduate degree in Commerce, Business Administration, Economics or Public Administration preferred
  • A professional accounting designation or MBA
  • Equivalent education would be considered
  • Minimum 8 years of (post graduate/designation) experience in financial planning and analysis

Knowledge, Skills and Abilities:

  • Strong financial modeling skills
  • Ability to work independently and with high degree of maturity, experience and sophistication right from the start
  • Quick learner, ability to gain in depth understanding of City operations and finances
  • Critical thinker, ability to analyze complex situations and determine appropriate courses of action where there is little or no precedent
  • Ability to “connect the dots” and understand and apply broad corporate context in individual tasks
  • Strong verbal and written communications skills, ability to effectively convey complicated financial analytics to non-financial management in the form of reports and/or presentations
  • Ability to build strong relationship and work effectively with diverse stakeholders having differing interests
  • Strong sense of accountability, ability to work independently and take considerable initiative in leading and completing assignments
  • Ability to handle competing priorities and deadlines in a professional manner
  • High level of proficiency with MS Office applications and complex ERP systems
