The Planner 2 performs planning work at the professional level applying specialized architectural, planning and urban design knowledge, as well as the use of social, economical and physical data in the management of major Comprehensive Development rezoning proposals for the City. Additionally, the Planner 2 manages the formulation, modification, improvement and implementation of area plans for the City’s physical development in conjunction with other professionals; conducts investigations and studies with reference to plans for the redevelopment of existing areas and determines the type of land uses and general locations for residential, commercial and industrial development; develops and prepares comprehensive planning proposals and reports for submission to supervisors, boards and commissions, and City Council; is responsible for the management and implementation of special current planning projects including providing input and advice from an architectural and land use planning perspective on both public (civic) and private development proposals; represents the department before City bodies and at public meetings as required and performs related work as required.

Qualifications include a Master’s Degree in Planning or related discipline (e.g. Architecture) with substantial professional experience in urban design with a focus on reviewing major development proposals, or an equivalent combination of training and experience; membership or eligibility for membership in the Planning Institute of BC, the Canadian Institute of Planners; considerable knowledge of the current literature, trends and developments in urban and current planning, as well as in architecture and urban design; superior analytical and urban design skills; good communication and interpersonal skills, including the ability to work in a team situation; good project management and coordination skills; the ability to work within tight time constraints; to establish priorities and to produce clear written reports.
