Job Description
The Development Manager/team lead is part of the Development Shared Services group and reports directly to the next level Development Manager. The Development Manager/team lead is responsible for managing multiple projects in Enterprise Risk Management through the development and component / unit testing lifecycle, and managing the development teams:

Act as a technical lead for the development team.
Provide technical guidance in Microsoft technology to developers by leveraging his/her own hands-on experience in .NET and SQL Server
Responsible for managing and guiding developers to complete the System Design Specifications (SDS)
Accountable for the development process and deliverables, for assigned development projects
Review, and be responsible for, the overall development and integration of requirements
Provide advice, guidance and code review to development teams (including offshore developers)
Participate in identifying and recommending development tools in support of project/application objectives
Ensure the team creates and maintains quality code, consistent with quality standards; provides code maintenance and support during testing cycles and post-production deployment
Lead the team in development of promotion / deployment strategy
Support business enquiries and business activities through small enhancements and break/fix Implementations
Determine the project approach, staffing, responsibilities, and schedule.
Responsible for the delivery of the development and component / unit testing effort including: overseeing project status; managing project team resources; ensuring project milestones are met; reporting project status; and monitoring to keep projects on schedule and to budget within identified standards
Accountable for the development process and deliverables, for assigned development projects; Ensures projects are delivered on time, on budget, and to scope
Ensure 100% compliance to TDBG project management methodology and SDLC by ensuring that recognized project management processes, discipline and controls are consistently applied to projects
Ensure development projects are delivered on time, on budget, and to scope
Develop and/or review estimates and estimating assumptions for the project’s schedule, effort, and cost using established estimating models, best practices, and past experience.
Control change to development project scope through accepted change management processes and documentation
Identifies all development project dependencies and risks, ensuring that they are effectively managed
Provide coaching and overall team leadership for development team members, and provide regular input into team members’ assessment of performance
Prioritize and manages own workload and the workload of development team members in order to deliver quality results and meet timelines
Ensure that development resources receive any necessary training and are used effectively
Manage relationships and coordinate work between different teams at different locations (local and offshore resources)

Job Requirements
5+ years as a developer in SQL Server 2005-2008 / .NET
Solid .Net (C#) development experience
SSRS, SSIS experience required
Experience working with Microsoft TFS is an asset
Knowledge of MKS code management tool
2+ years of experience in managing development teams and offshore resources
Proficient in the use of PMLC and SDLC methodologies
Highly flexible and able to quickly adapt to changing priorities
Strong change management, negotiation and facilitation skills
Ability to operate under strict timelines
Highly organized, self-motivated, customer oriented and able to work independently as well as within a team
Excellent problem solving and attention to detail. Able to manage multiple deadlines/projects and keep key players informed
Possesses exceptional strategic thinking, planning and relationship skills
Excellent written and verbal communication skills

Bachelor’s degree

Specific Discipline(s) and other information:

Education / Experience in computer sciences preferred
