The HS&E Coordinator is responsible for leading all health, safety, and environmental programs and initiatives in various locations within western Canada. This person will provide expertise to staff and management while working cooperatively within a team setting under the guidance of the HS&E Manager. It involves a broad range of activities associated with the development, implementation, maintenance, and administration of corporate HS&E policies, programs, processes, and procedures.

Relationships

  • Responsible to: HS&E Manager
  • Internal relationships: you will develop strong communications with the operations and transport teams, all onsite supervisors and field staff, and the office administration team.
  • External relationships: you will develop close relationships with customers, vendors, and onsite safety personnel.

Educational Qualifications

  • NCSO or CSA designation
  • Standard First Aid with CPR
  • CSTS
  • Train the Trainer (WHMIS and Transportation of Dangerous Goods)
  • ACSA Auditor Certificate (Preferred)
  • Spill Response training (advanced level) Fall Protection Certificate * Accident Investigation and Root Cause Analysis course
  • Emergency Response Planning Training for sites
  • Incident command training (200 level)
  • A minimum of “intermediate” knowledge in all Microsoft Office programs (including Word, Excel, PowerPoint, and Outlook) and Internet Explorer
  • High School Diploma.

Specific Expertise and Competencies Required for Effective Performance

  • Minimum 5+ years supervisory and/or management experience.
  • Minimum 5+ years experience working in a complex safety environment.
  • Knowledge/experience within the fuel distribution industry is preferable.
  • Exceptional experience in safety training and mentoring is a strong asset (i.e., practical in-house training).
  • Field experience in mentoring and guiding employees (i.e., onsite).
  • Excellent time management and organizational skills.
  • Professional appearance.
  • Top-notch customer service attitude. Sales or marketing skills and knowledge is a strong asset.
  • Proactive in communicating components of our organization.
  • Experience in dealing with WCB, modified work, return-to-work programs, and health claims management systems.
  • Experience in incident and claims management. * Safe driving record.
  • Exceptional communication skills; always approachable and professional in approach.
  • Able to keep several projects moving forward at once; nothing “slips through the cracks”.

Principal Tasks
HS&E DUTIES AND RESPONSIBILITIES
Duties include but are not limited to the following:

  • Daily duties:

o E-mail review and follow up if necessary (troubleshooting issues that are notified via e-mail), e.g.:

  • Organizing training for staff
  • Meeting OH&S’ legislation (education, meeting requirements, service).
  • Weekly duties:

o ISNetworld updating and maintenance
o Ensure COR requirements are met
o Research safety equipment requests/needs for field staff (with field)
o Ensure toolbox talks are completed in the field by a field safety officer or delegate.

  • Monthly:

o Update and review CanQual
o Safe work practices/procedure updates (with field)
o HS&E reporting
o Update personnel safety files and the matrix
o Create and/or review policies and procedures that reflect the field safety operations (with field)
o Review and/or create safety documentation (JSA, FLHA, MJSA, Workplace Inspections). Review of employee’s Field Level Risk Assessments providing guidance and instruction on what the employees should be watching for and how the hazards may be controlled or eliminated (with field)
o Research (air purifying respirators, anticipating site requirements) (with field)
o Safety meetings/team meetings (with field)
o Ensure that Corporate Due Diligence is practiced at all times (with field)
o Supervision of the health, safety, and environment department
o Purchase of personal protective equipment (PPE)
o Conduct new employee orientations
o Provide training in TDG and WHMIS
o Administrate CSTS program and training
o Obtain additional employee training with contract Trainers (H2S, First Aid and CPR, Fall Protection, Aerial Work Platform, Mine Driving, Off Road driving, and any other specialized training)

o Recording all employee training and monitoring for expiring Safety Certificates
o Recertification of employee training as required
o Conducting refresher training courses
o Highway transport driver training to allow for access to various refineries
o Training highway transport drivers to enable them to obtain their Canadian Petroleum Products Institute certification to haul petroleum products (gasoline and diesel)
o Sourcing and obtaining Spill Kits and other environmental protection equipment including having the equipment installed on all trucks
o Ensuring that all trucks meet the safety requirements of the Alberta Traffic Act and the National Safety Code and having all deficiencies corrected (with field)
o Continuous monitoring and updating of documentation and statistics as required by ISNetworld, CanQual, and the HS&E Registry including maintaining COR requirements
o Providing all information required by clients with respect to incidents (with field)
o Obtaining required information to calculate Lost Time Frequency, Severity Frequency, and Total Recordable Incident Frequency on a quarterly basis or more frequently, as required, and providing this information to clients as requested
o Continuous development of “best practices” including documenting and implementing the required processes and procedures (with field)
o Developing and implementing site specific HS&E programs, policies, and procedures (with field)
o Review and audit drivers log books on a periodic basis (with field)
o Monitor the “Near Miss” program and ensure that any corrective actions are completed in a timely manner (with field)
o Review Super B drivers Field Level Risk Assessments, taking corrective action as required (with field)
o Incident/accident investigations including development of the “root cause”; this includes being on call 24/7 and traveling to incident sites regardless of the time of day (with field)
o Mentoring and guiding employees in safe work practice and procedures (with field)

o Fire extinguisher inspections (with field)
o First Aid inventory control (with field)
o Conducting Tool Box meetings (with field)
o Job Hazard Analyses of new or varied work processes or procedures (with field)
o Liaison with the clients site safety representatives and developing strong working relationships (with field)
o Ensure that Fall Protection is used as required by tank technicians when working at a height of more than six feet (with field).
