This is supervisory and technical work in coordinating the operations of the GIS section of the Engineering Department. The incumbent supervises a moderate–sized group of technical staff and performs duties such as coordinating the development, implementation and maintenance of the corporate Geographic Information System; working with end users to define business requirements and overseeing the development and procurement of GIS solutions and maintaining a liaison with internal and external contacts on matters related to the work. Additional duties include developing and maintaining new and/or improved GIS and drafting techniques, standards and practices and ensuring that system changes are adequately documented; supervising the section records management system to ensure efficient accessibility and the ability to retrieve maps, drawings and related data; determining and implementing overall work priorities and scheduling mapping projects as well as working on complex or special projects as required. This position requires considerable independence of judgment and action with complex problems or policy matters being discussed with a supervisor. The incumbent also performs related work as required.
Completion of a Bachelor’s degree in Computer Science or a related subject area, supplemented by completion of a geographic information system post diploma program at an Institute of Technology and considerable related experience is needed or an equivalent combination of training and experience. Additionally, the incumbent requires a thorough knowledge of spatial information system standards and techniques; thorough knowledge of problem definition and solution techniques applicable to the work and considerable knowledge of software programs and hardware component of a GIS system including excellent knowledge of the ESRI software suite of GIS tools. This position also needs the ability to coordinate the ongoing development, implementation and application of a corporate GIS and to adjust work priorities accordingly; skill and knowledge in analysis of GIS; the ability to plan, assign and supervise the work of technical staff the ability to establish and maintain effective working relationships with internal and external contact and to act as the Department’s representative on various internal committees. A valid Class 5 BC Driver’s License is preferred.
