REQUIREMENTS
. The Bidder must provide complete details as to where, when (month and year) and how (through which activities/responsibilities) the stated qualifications/experience were obtained. Experience gained during formal education shall not be considered work experience. All requirements for work experience shall be obtained in a legitimate work environment as opposed to an educational setting. Co-op terms are considered work experience provided they are related to the required services.
For the purpose of the evaluation, the following definitions will apply:

  • long-term = contract period is more than 2 years;
  • complex = goods and services contract more than 2 years and greater than $3M annually; and
  • recent = defined as experience acquired within the last 5 years.
  • Major Crown Project = project valued at more than $25 millions.

The mandatory requirements for the proposed candidate(s) are as stated below:

  • The proposed candidate must have a minimum of thirty-six (36) months of demonstrated experience in the past five (5) years as the procurement specialist supporting a complex contract within the federal government;
  • The proposed candidate must have a minimum of twelve (12) months of demonstrated recent experience as a procurement specialist as it relates to the approval, execution and sustainment of a Major Crown Project;
  • The proposed candidate must have a minimum of twelve (12) months of demonstrated recent experience of the procedures and processes related to creating and maintaining financial data within a Major Crown Project within the Federal Government. Must provide a recent example with details of a costing for a Major Crown Project;
  • The proposed candidate must have a minimum of twelve (12) months of demonstrated recent experience and detailed knowledge of the procurement and contracting in the Federal Government;
  • The proposed candidate must have a minimum of twelve (12) months of demonstrated recent experience working with and detailed knowledge of the principles and practices of cash-management and the concept of quarterly cash forecasting; and
  • The proposed candidate must have a minimum of twelve (12) months of demonstrated recent experience working with and detailed knowledge of a SAP based system.

1.3 Requirement

The Contractor personnel will support existing staff under the direction of the Procurement & Finance Manager and will assist in the provision of procurement and financial support services. Key activities include but are not limited to:

a. The provision of expert advice in the area of procurement and overall financial management;

b. The review of procurement related documentation;

c. Planning and coordinating financial management activities including financial estimates; and

d. Assisting in developing costs for specific activities such as: direct project costs, project support overhead, costs of products and services, and other related costs.

Specific Services Required.

 Planning, coordinating, preparing and controlling documentation for procurement plan and process;

 Evaluating Statements of Work (SOW) for completeness and adherence to procurement regulations;

 Recommending award of contracts, task authorization, standing offers or supply arrangements;

 Performing contract follow-up including providing assistance in taking appropriate legal action such as termination of contracts;

 Providing briefings on progress and concerns of procurement;

 Monitoring the implementation and operations of the contract against established goals, objectives and milestones;

 Ensuring management staff is provided with timely and accurate information and status updates;

 Under the direction and guidance of the Procurement and Finance Manager plan and coordinate financial management activities including financial estimates;

 Under the direction and guidance of the Procurement and Finance Manager support the preparation of costing iterations for Navy projects, including costing tables and Accrual tables, suitable for inclusion in the Treasury Board (TB) Submissions;

 Work with and support the engineering team by engaging relevant stakeholders and participating in procurement review meetings and specialist working groups as required; and

 Conduct other related procurement and financial activities to support the TA.

The proposed consultant must meet the minimum mandatory requirements of the THS SO Senior Procurement Specialist.
MT1

  • Secondary school diploma is requir d
  • Certificate, diploma, or degree from a recognized post secondary institution, in a relevant field or an acceptable combination of education, training and experience is required
  • Minimum of five (5) years of experience in the procurement field is required
  • Minimum of three (3) years of experience in the procurement field within the federal government may be required

MT2

The Contractor shall comply with the security requirement stated in Article 12 of the SOW;
MT 3
