The successful candidate will be responsible for:
- Oversee all personnel issues in relation to employment standards, training and coordination of personnel services
- Provide advice and guidance to ministry units regarding various employee matters, including but not limited to conflict resolution/mediation, progressive discipline, union matters (including grievance resolution), harassment investigations and liaison with Territorial Legal Department staff regarding litigious matters
- Ensure that all ministry units adhere to Salvation Army policy and procedures in conjunction with the Territorial Employee Relations Department regarding job descriptions, job evaluations, labour relations, benefits and health and safety for employees
- Assure application of the Employee Relations Policy and Procedures Manual, and Divisional Employee Relations Handbook
- Ensure each ministry unit develops Policy and Procedures for Human Resources, appropriate for Ministry Unit operations, while aligning those with The Salvation Army Territorial Policy
- Assures police reference checks and Abuse Registry checks for employees in ministry units according to Policy
- Supervision of the human resources staff at Divisional Headquarters
- Administer processes for Personnel Changes Committee and act as Chair, reporting to the Divisional Finance Board as required by Divisional policy
- Administer education and conference forms and processes for employees, and present to the DFB for approval as required by Divisional Policy
- Work with THQ Payroll Department staff to ensure all payroll-related matters are dealt with in a timely manner, including timely processing of all necessary related forms in the HRIS system
- Act as the divisional liaison with Territorial Labour Relations Manager or designate during collective agreement negotiations

The successful candidate must:
- Graduate of post-secondary program in human resources, business administration or related field
- Specific Human Resources training and education, including labour relations
- CHRP designation would be an asset
- Five to ten years experience in human resource management
- Experience in dealing with unionized environments
- Experience in the supervision and management of employees
- Knowledge of provincial employment legislation and practice
- Outstanding communication, organizational and time management skills
- Valid Ontario driver’s license and be willing to travel throughout Ontario
- Experience/Working knowledge in word processing; spreadsheet use
- Support of and commitment to the mission and purpose of The Salvation Army in Canada.

SALARY/GRADE: Competitive Salary with Benefits

Schedule may vary according to requirements of responsibilities. This is a full-time position based on a usual minimum of 40 hours per week. This position is considered a managerial and supervisory position for issues related to the Employment Standards Act of Ontario, Manitoba, Saskatchewan, and is not eligible for overtime payments or accumulation.
