Position Description
Reporting to the CEO, the Director of Program Strategy and Implementation leads the planning, acquisition, implementation and operation of technology and processes to enable the achievement of the organization business objectives. This key role in our organization is responsible for the effective design, development, implementation and operation of products, services and support. The candidate will need to be a strategically-minded individual and have the ability to identify untapped opportunities, improve/build upon existing infrastructure, target and assess marketing programs designed to retain customers.

Major Areas of Responsibility
Oversee research and make recommendations on hardware and software purchases and negotiate with vendors to ensure cost-effective purchasing decisions
Lead the design, specification, configuration, installation, and maintenance of network hardware, software, and telecommunications services and Internet service
Oversee the design and implement an enterprise-wide information security plan that protects the confidentiality, integrity, and availability of the company’s data and servers
Establish and maintain a disaster recovery plan
Oversee the technical evaluation of acquired customers and infrastructure

Provide vision, strategy and coordination of all infrastructure development and/or implementation activities. Establish TRL quality standards in IT service development and integration
Manage field operations equipment allocation, maintenance and reporting
Project manage progress of regional activities via tracking tools and internal reports
Develop, implement and track training, safety and certification programs for the operational and contract staff
Manage service assurance striving to achieve a high level of quality and independent verification of service reliability through:
adequate monitoring of system health/availability
consistent processes
hiring and contracting the right people serving the customer
wireless site audits, inspections, maintenance, and construction services (network and tower) for a broad range of customers

Working with other teams
Coordinate with team to create strong community involvement strategies
Support budget and accounting planning
Oversee profitability of the area
Oversee evaluation and integration of acquired customers
Technical Sales; assist sales executives with closing sales opportunities
Manage/perform the bid process for the area and provide support to CEO for bidding on large & complex projects

Working Conditions and Physical Demands:

Candidate will work in normal office environment with field trips to project sites for inspections, site audits, project manager meetings, and site coordination. Overnight stays will be required.

Experience bringing wireless networks to new rural markets
Experience in management of wireless construction and maintenance services
Strong leadership and coordination abilities
Demonstrated success profitably bidding and securing new business
Demonstrated success managing profitable services business
Proficient in computer software applications including Microsoft Word, Excel and Outlook
Ability to work independently and as part of a team
Ability to translate technical information into clear, targeted communication
Excellent organizational and communication skills
Ability to communicate at all operational levels
