Building & Facility Project Officer

This temporary position is for approximately 11 months.

We are seeking an enthusiastic and professional individual to take on an exciting and challenging role in a fast paced work environment. Join a dynamic team of Buildings Design and Construction professionals who provide Project Management Services in the delivery of all new buildings and facilities, additions and/or renovations on a variety of projects such as Libraries, Police Facilities, Recreational Facilities, Fire Stations and other City owned buildings. You will use your exceptional organizational skills and attention to detail, as well as the ability to multi-task and develop excellent working relationships with clients, stakeholders and team members. In managing projects from inception through completion, your responsibilities will include:

  • Coordinating client requirements to develop project scope, concise programming needs and detailed project estimates
  • Administering design and construction contracts including hiring of consultants to work with stakeholders and user groups to develop conceptual and schematic plans that meet our client's needs and requirements
  • Supervising consultants / contractors throughout the design and construction process, and the preparation of contract drawings and specifications and completion of construction projects
  • Reviewing consultants' / contractors work for correctness and adherence to all City standards and policies, and ensuring all stakeholder concerns are resolved
  • Working with the City's Materials Management Branch to issue RFP's and RFQ's for the hiring of Consultants and/or Construction Management (CM) Companies
  • Evaluating Consultant and/or CM proposals, and working with Materials Management Branch to coordinate both the tender process and the awarding of consultant and construction contracts
  • Performing site reviews and contract administration duties to ensure conformance with contract documents while assessing the value of work completed and tracking and monitoring project costs
  • Coordinating site meetings during construction and issuing site instructions and contemplated change orders
  • Assessing value of construction completed and processing of all change orders and progress payments
  • Ensuring the safety of construction activities and adherence to Occupational Health & Safety standards
  • Performing other related duties as required
  • All work is to be performed in accordance with the Branch's Occupational Health and Safety Program and Enviso Environmental Program - ISO 14001

  • Completion of a two (2) year Diploma in Architectural or Building Construction Engineering Technology, supplemented by courses in project management and/or construction administration and computer literacy
  • Eligible for registration with the Association of Science and Engineering Technology Professionals of Alberta (ASET)
  • Eight (8) years of progressively responsible experience in construction administration and project management with relevant experience in building/facility design
  • Valid Class 5 Drivers License or operators licensing equivalent recognized by the Operator Licensing and Vehicle Control Regulation, Alta. Reg. 320/2002. The successful candidate will be required to provide their own vehicle for City use and where appropriate, may be reimbursed according to City policy. This may require the applicant to obtain auto business use insurance
  • Excellent written, verbal and interpersonal communication skills
  • Knowledge of computers and computer applications in a Project Management environment
  • Must be able to work in all physical environments including environmental conditions which require Personal Protection Equipment. Successful applicants will be trained in current City of Edmonton Occupational Health and Safety standards and practices
  • An original Police Information Check or Certified Criminal Record Check issued within the past 6 months that is satisfactory to the employer will be required before starting in the position. The new hire will be required to obtain this check from Edmonton Police Services or a local RCMP detachment. Please note, this may take up to 3 weeks to process

Hours of Work: 33.75 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program

Salary Range: 21M, Salary Grade: 032, $42.306 - $53.987 (Hourly). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton
