Utilities – Commissioning & Start-up Coordinator (Contract)
a. Reporting to the Utilities C&SU Manager, the Utilities C&SU Coordinator will work in accordance with the client’s rules, standards, work practices and procedures to coordinate safe, reliable and efficient commissioning activities.
b. The role will be primarily responsible for providing coordination for commissioning & start-up of the process systems as required in supporting the commissioning and start-up of the Utilities assets.
c. Monday-Thursday in Calgary (40 hrs week) until mid-2015, then transitioning to site and into a Fly In / Out type rotation for a 2017 planned start-up
d. Hourly Rate with monthly LOA (if applicable)
e. Slated start: ASAP
C&SU Coordinator Tasks
f. Manage the resulting challenges of interface issues, communication and commissioning of systems between Infrastructure, the plants operating areas and 3rd party operated facilities onsite requires a site wide approach.
g. Ensure all pre-commissioning, turnover, commissioning and start up activities meet the needs defined in the C&SU Execution Plan and project schedule. Interface with department coordinators to demonstrate the process and how it positively impacts daily activities performed within their department.
h. The main areas of responsibility included, but are not limited to this role are; the River Water Intake, Raw Water, Natural Gas Systems, Potable Water, Fire Water, Heating and Cooling Glycol Systems and DCS support.
i. Responsible for ensuring commissioning procedures are filed, validated and revised as required.
j. Identify any required in house and vendor support training for C&SU activities in the area and assist in the planning, content development and delivery of this training.
k. Support the C&SU organizations transition to site
l. Refinement of the Commissioning Packages, start-up sequencing and scheduling, Pre Start-up Safety Reviews (PSSRs), as well as ensuring all identified commissioning procedures are completed.
m. Be available as required to travel to vendor facilities for FAT (factory acceptance testing) and vendor skid package inspections.
n. Responsible to ensure Safety is a top priority during the turnover process and workers are safe through the proper identification of live systems, safety lockout procedures (LOTO) are in place, effective implementation of the safe work permit system is being followed and all safety procedures are being strictly adhered to.
o. Coordinate resources and commissioning activities for the introduction of commodities and energization of systems. Ensure approvals are in place, being adhered to and the Safety in Transition Plan is followed progressing to Brownfield status
p. Support the C&SU Manager to ensure that all Management of Change (MOC’s) activities including the creation of, tracking and implementation of any mechanical changes in the field, including revised C&SU procedures are completed and effectively communicated to all affected personnel.
q. Support detailed engineering through squad check reviews
r. Participate in P&ID reviews, Model reviews, HAZOPS, Field Level Risk Assessments and PHA’s as required.
s. Integrates closely with project/construction personnel, C&SU Team, and other stakeholders to ensure all pre-commissioning activities are identified and plans in place.
t. Monitors the progress of all pre-com and com activities. Provides updates to lead planner
u. Monitor the turnover process to seek opportunities to advance the schedule by performing pre-commissioning activities before or after TCCC.
v. Supports the reporting of incidents and helps facilitate investigations where required. Reports and tracks incidents in a timely manner
w. Maintain environmental compliance in accordance with environmental licenses and legislation and report all environmental deviations to the Operations Support Manager.
x. Jointly with Construction Manager, manage safety in their unit during the turnover process to ensure workers are safe through proper identification of live systems, safety lockout procedures and effective implementation of the safe work permit system.
y. Ensures established turnover system scoping and boundary definitions meet the needs of C&SU.
z. Provides direction on the refinement of pre-commissioning, commissioning and start up procedures and packages. Tracks progress for reporting purposes
aa. Ensure that all clients Safety Standards and Lockout Procedures are implemented. Audit the area of responsibility periodically, confronting unsafe behaviors and conditions.
bb. Coordinate/manage C&SU resources to commission and start-up all systems/units to sustained production at design capacity in the shortest duration safely achievable.
cc. Coordinate and track the introduction of commodities. Ensure approvals are obtained, notifications are provided, and systems are identified and contained as required.
dd. Periodically review construction activity and progress and identify any project issues, if any, affecting the operability, maintainability and safety of the process system, plant or individual equipment.
ee. Audit the walkdown process, providing guidance to C&SU technicians. Ensure the walkdown process is effectively identifying those items that are not acceptable for operability, maintainability and safety reasons.
ff. Ensures all resource requirements outlined in the pre-com and commissioning packages are procured well in advance of resources being required. This may include materials, vendor support, maintenance resources, equipment rental etc.
gg. Strong large facility operations background, Oil & Gas preferred
hh. Major project with C&SU experience desired
ii. Well versed in site Utility Systems and the C&SU requirements
jj. Maintain a professional, positive attitude; respecting appropriate office etiquette
