Roles & Responsibilities:
Managing the estimating department, developing the bid strategy, maintaining subcontractor relationships, and training other employees in the Department.
Development and review all final estimate packages to insure accuracy and completeness, prior to formal quotation.
Develop, manage and administer department functions including operating budgets, staffing, wage reviews, work assignments, performance evaluations, etc.
Develop and maintain professional relationships with key corporate level executives on both political and operational levels who represent current or potential clients.
Works consultatively with clients along with the Director, Operations Compliance & Controls to develop project based solutions that serve to minimize the client’s risks during project execution and generate superior returns on clients’ project investments.
Effectively determine the bid strategies required for the company to be successful as well as assist with planning, coordinating large projects.
Assist corporate and project management teams to determine what types of projects to bid, strategies, techniques, etc.
Participate in presentations to corporate management and clients.
Manages and maintains complete familiarity with and exercises quality control over company production history data.
Has accountability for developing, maintaining and engaging subcontracting and procurement strategies necessary to meet the established growth objectives of Sprague–Rosser.
Development of consistently winning public tender bids and solicited or unsolicited project proposals in response to identified and qualified new business opportunities.
Manages the overall corporate business procurement plan for the districts assigned.
5+ years Estimating experience in the Civil Construction Industry
Degree in Civil Engineering preferred
Knowledge of Contract Law, Insurance and Bonding
Experience in earthmoving, underground utility and concrete construction preferred
Solid understanding of bid processes in Canada
Experience and accuracy in quantity/volume calculations
Strong time management, problem solving and documentation skills
Fluent using estimating software programs
Strong interpersonal and communication skills
