The SecDev Foundation is looking for a highly motivated leader for our Tia Sang Vietnam initiative. The right person will have a sense of mission, commitment, integrity and judgment. If selected, you will take responsibility for a program designed to address internet governance, online freedom of expression, privacy, surveillance and security. Your work will engage stakeholders in civil society and government, raising awareness and knowledge, and provide information on practical and policy issues that will define the state-citizen relationship in the internet era.

The winning candidate will possess strong project management experience, ideally from an international development perspective; above-average computer skills, including knowledge of online security and social media savvy; a large rolodex from previous work — indicating an aptitude for working with partners, related organizations and subject matter experts; meticulous attention to detail and reporting; solid research and analytical skills with a repertoire of clearly written outputs; and, a proven track record of leading and inspiring a talented team.

The Project Manager will:
- Lead and manage the Tia Sang project — providing frontline vision, direction, management, oversight, and accountability
- Work to maximize the project’s effectiveness and beneficiary outreach
- Liaise with national and international partners and coordinate with complementary initiatives
- Develop and manage all project resources including the main project website, microsites, regular blog postings and social media presence
- Provide persistent analysis of events, individuals and networks in Vietnam. The emphasis will be on events occurring in or mediated through cyberspace (including social media), although not exclusively
- Manage the project’s research outputs, including writing/commissioning Flash Notes — short analytical briefs designed to shed light on timely and critical issues relevant to the project. Topics to include: internet governance; online freedom of expression; online privacy, security, and surveillance; and, the way the internet is affecting state-society relations. A component of the research will also be technical, evaluating relevant tools and technologies
- Provide funder quarterly technical and financial reports
- Develop and implement a plan for monitoring and evaluating project goals
- Supervise project staff and coordinate with other departments to achieve project goals
- Maintain oversight on project budget, cash flow, and financial reporting
- Maintain regular reporting to the Executive Director

Key skills required:
- Superior English language reading, writing, and oral skills
- Basic/intermediate Vietnamese language reading, writing, and oral skills
- Refined understanding of the Vietnamese development context
- Strong and proven project management experience, including overseeing project staff and financial resources
- Outstanding organizational skills, with the ability to work with many priorities and deadlines
- Strong interpersonal and leadership skills
- Uncanny ability to solve problems and work through challenges
- Above average computer know-how

Preference given to candidates with:
- Advanced Vietnamese language skills (oral, reading, writing)
- Good understanding of the impact of internet/ICTs on Vietnam’s social, economic and political development
- Superior skills and knowledge of online security and/or social media effectiveness
- Excellent networking skills and track-record
- Solid understanding of good monitoring and evaluation indicators and practices
- Experience with NGOs working in international contexts
- Proven track record with project fundraising

Salary range: Commensurate with experience
