The North West Local Health Integration Network (LHIN) is one of the 14 LHINs in the Province of Ontario with a mandate to plan, integrate, fund and manage performance of LHIN funded health service providers. Recently the responsibilities and accountabilities of the North West LHIN were expanded and as a result we are excited to recruit new positions to join the talented team in Thunder Bay, Ontario.
Performance and Contract Management Consultant
Responsible for managing, monitoring and evaluating transfer payment agency performance in accordance with performance/accountability agreements and ministry-defined goals.
1.Manages transfer payment agency performance or accountability agreements according to established government/ministry directives and LHIN goals and objectives.
2.Manages or oversees contact with transfer payment agencies on issues related to interpretation and implementation of performance specifications and resolution of issues as they arise.
3.Participates in negotiation of performance agreements with transfer payment agencies and contributes to the development of related policies, procedures or strategies for performance management.
4.Develops or selects appropriate methods or tools to monitor and evaluate transfer payment agency performance from multiple perspectives including financial management and service quality.
5.Reviews and determines performance against contract specifications and identifies emerging issues or requirements for remedial action in consultation and /or under direction from Senior Director and the ministry.
6.Analyzes local system performance within the context of provincial performance goals defined by the ministry, and assesses the implications for management of transfer payment agency performance targets or baselines.
7.Ensures alignment of local system or transfer payment agency goals with broader ministry and LHIN priorities.
8.Contributes advice and input on performance standards and service provider performance/accountability to the development of health system and integration plans, and interpretation of system performance issues to the LHIN team.
9.Participates in inter-LHIN and ministry dialogue performance standards and agreements and their application to local health service providers.
10.Other duties as assigned.
-Post-secondary/Masters Degree in health administration, business administration or relevant field.
-Demonstrated knowledge of performance management and evaluation techniques in one or more health sectors related to financial, administrative, or clinical performance.
-Experience in analyzing and interpreting performance data, including financial data and quality indicators.
-Demonstrated experience in facilitation of negotiation of agreements, conflict resolution or arbitration approaches.
-Strong inter-personal skills and proven ability to build and maintain strategic relations with diverse health service providers.
-Proven ability to effectively manage complex and sensitive agreements and contracts.
-Demonstrated experience performing evaluations and familiarity with monitoring approaches, processes or systems
-French language skills an asset
