ENGINEERING, CENTRAL UTILITIES PLANT and INFRASTRUCTURE
DUTIES AND RESPONSIBILITIES
Accountable to the Director of Engineering and Infrastructure, the position ensures the safe, consistent, effective and efficient operation of: Central Utilities Plant; mechanical plumbing; HVAC refrigeration; medical gas systems; building automation control system, corporate cabling and the building envelop/ roofs for the entire Oshawa site.
This position ensures that all LH "Central Utility Plants" operate in compliance with Technical Safety and Standards Association and the Power Engineers Regulations/legislation. Responsible to provide technical advice and develop projects for improving the safety, integrity, infrastructure, efficiency and performance of the steam boiler systems at the Oshawa, Whitby, Bowmanville and Port Perry facilities.
Ensures associated equipment preventative maintenance and repairs are performed on a scheduled and documented basis for all the electrical/mechanical equipment under his control, using the computerized Maintenance Management system. The Manager ensures all building infrastructure and major systems at all sites are code compliant, safe and reliable.
The Manager works closely with the Director in planning of the Capital renewal of Major Infrastructure Equipment and Systems to reduce and sustain the sites Facilities Condition Index and reporting system for the MOHLTC. Ensuring all the facilities major systems are maintained in a proficient state. Develops and achieves long term strategies and plans for equipment and system replacement.
Develops and maintains Stationary Engineers apprenticeship program for students interning or Co-op at LH for their steam familiarization requirement hours. Liaison's with associated colleges and universities developing joint ventures in teaching and educating trades students in the community. Fosters creation of a stationary engineer resource pool for recruitment purposes.
successful completion of the Ontario 1st Class Stationary Engineering Certificate as well as a Certificate in Departmental Management (CHA) and registered as a member of the Association of Professional Engineers of the Province of Ontario;
proven Management experience in both Power Plant operation and maintenance;
demonstrated exceptional leadership and team building skills;
proven management skills including financial, human resources, problem solving, change management, evaluation and planning and utilization management skills;
strong verbal and written communication skills including the ability to fully utilize contemporary information and communication tools i.e. Microsoft Office (Word, Excel and Access), AutoCAD, Building Automation and Project Management software;
well-developed negotiation and conflict management/resolution skills;
the capacity to quickly gain credibility through personal style, demonstrated knowledge and professionalism;
the capacity to nurture and mentor others; and
demonstrated understanding of and commitment to Lakeridge Health's Comprehensive safety programs and practices including staff safety, patient safety and environmental safety, participation in regular in-service sessions.
Note: Due to the complexities of each facility, there is a requirement to be available 24/7 to respond to emergencies and to delegate to internal staff and or contractors. This is a key component of this position in order to effectively manage and control all aspects of the ongoing operation of the facilities.
