Description:

Our client requires the services of several Level 2 Project Managers to manage, medium to large scale, complex, multi-team, multi-platform IT systems development projects and/or infrastructure design and implementation projects.
Tasks include:
a) Develop Project Estimates for client approval
b) Analyze user 's requirements and finalize requirements with client
c) Communicate with senior management and clients from a technological and non-technological perspective
d) Participate in weekly Project Manager Status meetings
e) Create a Project Charter to document the purpose, scope, risks, constraints, resource requirements, budget and preliminary schedule for the project
f) Develop and implement impact assessment of application development on Operations and the technical infrastructure
g) Create a detailed project plan
h) Develop work plans for the resources
i) Manage the project plan
j) Manage project scope
k) Monitor team activities
l) Manage the project 's budget
m) Keep clients informed of progress on their projects
n) Negotiate implementation date with client
o) Other duties as required

Security Clearance:

Must be Eligible For a valid Government of Canada security clearance to at least the N/A level.

Requirements:

The proposed resource must meet the following requirements:

✔ Seven years recent of experience as a project manager in the information technology (IT) sector

✔ Seven years Proposed resource must have demonstrated project experience managing complex, multi-team, IT systems development/implementation projects where the resource performed all components of Project Management (initiate, plan/organize, execute, control, close out).

✔ Seven years demonstrated project experience writing project proposals and/or Project Charters including project plans, cost estimates, benefits and risk identification.

✔ Five years demonstrated project experience managing multiple projects simultaneously with different business clients within the same organization.

✔ Seven years demonstrated project experience liaising with business clients, communicating and, managing expectations of project progress and delivery

✔ Seven years demonstrated project experience reporting progress of a project to Senior Management, Steering Committees and Stakeholders and on an ongoing basis/at milestones including: issues with strategies to resolve, risk assessments with strategies to mitigate risk, budgetary concerns, from a technological and non-technological perspective

✔ Seven years demonstrated project experience managing projects using PMBOK principles and an Agile SDLC. The proposed resource should meet the following requirements:

✔ The resource should have 10 projects in managing IT business system projects that are complex. Complex is defined as web applications that are transactional, forms based, with multi step business processes that connect to a relational database Example: Java/JEE Web applications with an Oracle back end

✔ The resource should have six projects in managing IT business system projects that are cost recoverable with a project budget of at least $500k

✔ The resource should have six projects in delivering IT business systems using a stage gate governance model (similar to the model presented in this SOW)

✔ The resource should have over five projects e managing the impact assessment of application development on Operations and Infrastructure and/or the resource should have demonstrated project experience managing the impact assessment of deploying a new infrastructure component on Operations and Infrastructure

✔ The resource should have project experience managing initiatives requiring liaison with Shared Services Canada (SSC) to ensure project delivery.

✔ The resource should have at least two projects in planning, and procuring business specific COTS (Commercial Off the Shelf). Business Specific COTS is commercially available software purchased to automate a business process.

✔ The resource should have four projects in implementing business specific COTS. Business Specific COTS is commercially available software purchased to automate a business process.
