By enlarge there was a certain amount of autonomy. But the project manager was not allowed to look after the client's interest without a lot of interference from sales. Thing were agreed on by sales after the initial sale and not transferred to project management. Sales always caved in to what ever the client wanted, making it difficult to manage projects correctly.
