BACKGROUND INFORMATION

The requested resource is needed by the Ministry of Government Services, Cluster Applications branch to support work activities in the OntTax system. The OntTax system is the Ministry of Finance’s state of the art tax administration system utilizing GenTax, a COTS solution. The system is currently going through an upgrade project and following that additional client programs are to be configured into the system through new projects.
The current and future projects require testing coordination and support to ensure successful implementation of the project's deliverables. This includes system testing in addition to interface testing and testing coordination with partnering ministries, and agencies.
This resource will be responsible for the development, monitoring and controlling of testing, as well as conducting testing. They will also have responsibility for coordination of testing, results reporting and problem resolution with external groups, including partnering ministries and agencies.

CLIENT’S REQUIREMENTS

The Sr. Systems Analyst will work in a team environment on activities such as: requirements validation, testing coordination, monitoring and reporting. Establishing and tracking test scripts, as well as interface testing with external ministry and agency partners. Status reporting of testing progress to planned timelines and coordination of change requests resulting from defects identified through testing.

Required Skills
Oral and written communication and presentation skills to conduct effective consultations, information exchange, workshops and produce relevant and meaningful presentations, reports and deliverables
Stakeholder relations and consensus building skills to engage and work with a diverse group of stakeholders from multiple OPS ministries on common areas of interest
Analysis skills to review requirements and expectations against actual system responses, and document and communicate successes and anomalies.
Test plan development, monitoring and reporting experience; along with ability to manage workload.
Interpersonal communication, facilitation, negotiation and problem solving skills to work effectively
with a variety of stakeholders and identify and overcome issues
Understanding of change management, project management, strategy and planning to participate as appropriate and ensure appropriate context and fit of deliverables and recommendations for the environment
Working knowledge of Microsoft Office work productivity tools, e.g. Word, Excel, Powerpoint, Visio

Quality Assurance
Demonstrated understanding the purpose of quality assurance and how to execute testing against requirements and performance criteria.
Systems Analysis
Demonstrated ability to analyze information, develop options and make recommendations. Preference given to examples where the recommendations are implemented successfully.
Demonstrated ability to respond to a variety of tasks/assignments in an ambiguous setting and bring clarity to the work.

Facilitation
Provide examples of demonstrated negotiation, consensus building and problem solving skills.
Preference given to examples that cross organizational and jurisdictional boundaries

Project Management
Demonstrate and understanding of the UPM and rapid application
development and how that relates to quality assurance and testing for application development and implementation.

Interpersonal Communication and Writing Skills
Example of bridging business and IT to arrive at consensus solution, while maintaining stakeholder satisfaction. Demonstrated ability to deal tactfully with people.
Examples of business, systems, and operational documentation, using Microsoft Office tools.

Work Location – 33 King St. W., 5th floor, Oshawa.

Working Hours – The Client’s normal working hours are 7.25 hours per day, between 8:30 a.m. to 5:00 p.m. (excluding lunch breaks), Monday to Friday inclusive. If required, the Vendor must agree to provide services outside these hours at the request of the Client. Consultants are not entitled for overtime payments. Any Services performed outside the normal business hours will be paid at the Per Diem Rate.
