BACKGROUND INFORMATION

The Health Services I&IT Cluster develops and maintains Claims and Alternate Payment systems that pay 25,000+ health care providers for 300+ million insured services to Ontarians per year. This suite of systems is one of the biggest in the OPS, comprising thousands of modules. These systems support a large and complex business of 9+ billion dollars a year for over 5,000 types of insured services, with hundreds of payment rules.

The Income Stabilization (IS) Payment Automation is designed to support physicians who have joined eligible Patient Enrolment Models (PEMs) while they develop patient rosters prior to converting to a blended capitation funding model. A physician opting for IS receives a guaranteed compensation rate for up to 12 consecutive months prior to commencement with the group.

The Primary Care Payment team is responsible for developing an IT solution that will align with the existing Claims and Primary Care system, delivering automated payments to support physicians who have joined Patient Enrolment Models (PEMs) and have opted for Income stabilization.

The 2012/13 Physician Services Agreement (PSA) resulted in year-end home visit changes to business requirements. This will require analysis and changes to the existing system solutions to support the 2012/13 PSA.

CLIENT’S REQUIREMENTS

  • Analyze business requirements documentation, including Use Cases and non-functional requirements.
  • Contribute to the testing strategy and create systems test plan and test suites (including test cases).
  • Analyze test data requirements and create appropriate test data to support the test strategy.
  • Execute system and user acceptance tests adhering to HSC Test Methodology.
  • Verify actual results meet expected results. Examine test databases using SQL. Analyze and log test results. Document and monitor resolution of system variances using an automated problem management system.
  • Provide recommendations to the Project Manager as to the acceptance or rejection of any changed system components.
  • Weekly reporting on status, progress, and key issue/concerns as directed by the Project Lead or Sr. Project Manager.
  • Transfer skills and knowledge to selected OPS staff.

Skills, Experience, Knowledge, and Qualifications
Technical Skills

  • At least 5 years recent experience in systems testing.
  • At least 5 years’ experience as a tester in an MVS/COBOL/DB2 environment.
  • Excellent experience with SQL.
  • Excellent knowledge of system testing methodology.
  • Ability to understand and analyze business requirements and systems response documents, to design and execute test plans to ensure the system functions and meets the business requirements.
  • Ability to write test plans and test cases that are well-structured, easy to maintain, and easily understood by both developers and business analysts and clients.
  • Demonstrated success working productively with business clients, developers, and technical specialists such as DBAs.
  • Experience with, and understanding of, relational databases.

Work Location – 49 Place d'Armes, Kingston, Ontario. The Client will not be responsible for any travel or accommodation expenses.

Working Hours – The Client’s normal working hours are 7.25 hours per day, between 8:30 a.m. to 5:00 p.m. (excluding lunch breaks), Monday to Friday inclusive. If required, the Vendor must agree to provide services outside these hours at the request of the Client. Consultants are not entitled for overtime payments. Any Services performed outside the normal business hours will be paid at the Per Diem Rate
