The objective of this consultancy is to retain consultants to support Justice Canada in three separate, but related, projects of technical assistance in Jamaica. All three projects will involve desk research, as well as field visits to conduct interviews, observe the workflow in the implicated organizations, and/or present draft reports and options to Jamaican partners.
Confluence Consulting is seeking the services of a Senior Human Resources Policy Development Consultant in a contract role, to assist in the delivery of these projects.
The candidate "must possess" the following to qualify:
~ a valid Enhanced Reliability GoC security clearance
~ a minimum of two (2) projects in the last five (5) years in the human resources policy development category in a government context (Federal and/or Provincial and/or Crown Corporation).
~ has worked on at least 5 projects in the last 10 years providing strategic consulting and advisory services to Senior Management. Not fewer than 60% of the demonstrated projects must have been with government sector clients.
Preference will be given to candidates possessing the following:
~ experience related to recommending reforms to allow an organization with limited resources to work more efficiently and effectively
~ a minimum of fifteen (15) months experience in the last three (3) years developing human resources policies in a government context (Federal and/or Provincial and/or Crown Corporation).
~ a minimum of two (2) projects, within the last eight (8) years, involving the identification of priority human resources issues requiring organizational change; developing/drafting human resources policies and/or procedures; and supporting the implementation of human resources
policies and/or procedures
