Job Description:

Confluence Consulting is seeking the services of a Change Management Consultant, Level 3 for long-term contract opportunity with one of our trusted federal government clients. The assignment is a continuous two year project to transform the IM/IT organization to complete its recent approved organizational re-alignment and achieve a number of critical objectives including improvements but not limited to:

  • IM/IT services, service performance and financial management
  • IM/IT organization capabilities and the management of IM/IT programs and projects
  • Alignment of IM/IT strategies and priorities with business objectives
  • IM/IT agency sourcing strategy analysis and roadmap in support of future capacity
  • Identification of key workload areas (strategic, tactical and project areas)

Requirements:

M1 The proposed resource must have 10 years experience as a Change Management Consultant, regarding IM/IT strategy definition and implementation, including designing and planning strategies with Senior Management (CIO’s, ADM’s, and S/DG’s), in the context of leveraging Knowledge Management, Information Management and Information Technology to integrate and manage lasting business change.

M2 The proposed resource must have experience being involved in at least one project within the last three years working with CIO’s, ADM’s, and S/DG’s to develop an IM/IT strategic plan for a government CIO. Provide the following details for the project cited:
a) Name of the client organization;
b) The dates / duration;;
c) The dollar value of the project ($CAD);
d) Senior client contact name (CIO, ADM and/or S/DG’s), title, reporting relationship and telephone number who can provide a reference

M3 The proposed resource must have experience with at least one (1) project (other than the one cited in M3) within the last three years working with CIO’s, ADM’s, and S/DG’s leading change management (which includes developing a change management, communications, and training strategy) for the implementation of a national business transformation initiative within the government sector. Provide the following details for the project cited:
a) Name of the client organization;
b) The dates / duration;
c) The dollar value of the project ($CAD);
d) The extent to which the project was completed on time, within budget and in accordance with established objectives
e) Senior client contact name (CIO, ADM and/or S/DG’s), title, reporting relationship and telephone number who can provide a reference

M4 The proposed resource must have experience with at least one project of at least six (6) months within the last five years with horizontal and multi-stakeholder governance processes that enable delivery of IT Services within a shared service IT environment. Provide the following details for the project cited:
a) Name of the client organization;
b) The dates / duration;
c) The dollar value of the project ($CAD);
d) The extent to which the project was completed on time, within budget and in accordance with established objectives
e) Senior client contact name (CIO, ADM and/or S/DG’s), title, reporting relationship and telephone number who can provide a reference

M5 The proposed resource must have obtained a graduate degree and or diploma in a recognized institution (e.g. MBA, Business Administration, Education etc.).

M6 The proposed resource must have a recognized Change Management (i.e. PROSCI, ADKAR) designation.
