JOB PURPOSE:

The primary purpose of the Documentation Specialist role is to document current operational procedures performed in the various in-scope business units of the company, with an emphasis on documenting business unit anti-money laundering and Risk management processes.
KEY JOB FUNCTIONS:
- Document current process and workflows in the Retail Branch, Deposit Broker, ETA, Residential Mortgage and Commercial Mortgage business units as they relate to anti-money laundering.
- Provide assistance as required to develop and document new procedures.
- Provide assistance to the risk management and compliance functions on the tracking of compliance issues, projects and initiatives.
- Review in-scope business processes, products and services and documentation for procedural and control weaknesses.
- Review the current manual, document and submit any discrepancies, changes to be made in the manual of operational procedures for the compliance functions within the in-scope business units.
- Escalate findings and areas of concerns to Chief Compliance Officer or his/her delegate.
- Assist Chief Compliance Officer in maintaining an inventory of anti-money laundering, lending and deposit taking regulatory requirements applicable to a federally regulated trust company.
- Document current process and workflows in the Retail Branch, Deposit Broker, ETA, Residential Mortgage and Commercial Mortgage business units as they relate to anti-money laundering.
- Provide assistance as required to develop and document new procedures.
- Provide assistance to the risk management and compliance functions on the tracking of compliance issues, projects and initiatives.
- Review in-scope business processes, products and services and documentation for procedural and control weaknesses.
- Review the current manual, document and submit any discrepancies, changes to be made in the manual of operational procedures for the compliance functions within the in-scope business units.

1. For each business unit, assist in documenting revised to inherent risk assessment procedure for all products and distribution channels
2. Assist in application of revised inherent risk assessment process to existing clients, as needed
3. Assist in documenting enhanced due diligence procedures for identified higher risk clients
4. Document all AML current procedures
5. Assist in documenting new AML processes as needed
6. Assist in documenting complete end-to-end AML control processes
a) Ensure process granularity in describing the actions to be taken and by whom
b) Provide specifics:
7) Assist in developing, documenting and delivering AML program training to cover CTC AML policies and procedures
8) Assist in documenting an enterprise wide AML/ATF control self-assessment procedure
9) Assist documenting CAMLO AML monitoring and testing procedures

10) Assist in developing procedures for business unit:
I. AML issue reporting,
II. Exception reports,
III. Deficiency tracking
11) Assist CAMLO to document business unit exception reporting process generate unusual or suspicious transaction indicators

12) Assist in documenting and maintaining an ongoing compliance program for Brokers

13) Assist in documenting a process for inherent risk analysis of business/portfolio acquisitions

14) Assist in document an Outsourcing review procedure, in accordance with OSFI guideline B-10.
15) Assist in documenting enhanced corporate and non-corporate entity client identification procedures for all business units
16) Assist CCO in Client Form Control Project
17) Assist in documenting comprehensive designated person/entity screening process
a) Assist in documenting business unit screening process for all products and distribution channels
18) Document revised Change account opening process in all business units to create Client Information Forms for the names corporate and non-corporate entities’
a) Beneficial owners
b) Authorized signers, and
c) Individuals holding power of attorney on a personal account.
19) Assist in updating existing client base CIF as needed
20) Document process for screening all parties to a wire transfer against Designated Person/Entity List
21) Assist in executing AML Requirements Gap assessment
22) Assist in documenting Legislative Compliance Management policy and procedure
EDUCATION:
- A Bachelor’s degree, college diploma or equivalent working experience in financial services (Risk Operations, Legal, Compliance, AML, or Auditing)
- 5+ years in regulatory compliance or operations experience in the financial services industry
- Knowledge of Anti-Money Laundering Regulations, irregular Business practice prevention and other compliance programs
- Have knowledge of the KYC/AML and requisite regulatory requirements, including FINTRAC regulations
- Knowledge of OSFI AML Guideline B-8, Fintrac guidelines and federal anti-money laundering legislation
- Certified Member of Association of Certified Anti-Money Laundering Specialists is an asset
- Canadian Securities Course is an asset
