Job Purpose

The Housing First Services Manager (Manager) manages, leads, directs and provides clinical support and programmatic planning for the Community Outreach Team, HomeBase Centralized Intake, Stabilization Units, Rapid Re-Housing and Concierge Supported Living programs.
The Manager ensures the efficient and appropriate operation of these services within the parameters of Housing First philosophy and practices. This position is a key liaison between the programs and CMHA Executive Director and has a close collaborative role with the City of Lethbridge, Housing First Specialist.

Supervision Received and Exercised

 Receives supervision from the Executive Director
 Supervises Team Leader(s) and Administration Support Staff

Duties and Responsibilities

Management / Leadership
 Supervision and support for Team Lead(s) and Admin Support and any other staff as assigned by the Executive Director.
 Policy development and implementation; evaluation, quality improvement and quality assurance implementation and control.
 Contractor liaison, management level committee attendance i.e. SHIA Housing 1st committee.
 Facilitate communications of program information both internal to the organization and with external stakeholders and funders.
 Overseeing and approving the development of program related forms.
 Collaborate with the City Housing First Specialist in the day to day clinical support and management of the staff.
 Monitor program practices for alignment with Housing First Best practice.
 Conduct individual and group supervision with Team Leads.
 Ensure optimal service delivery and adherence to best practices by monitoring staff performance.
 Direct observation of staff.
 Direct work with clients as required.
 Establish and maintain appropriate documentation, record keeping and statistics as required for clinical program standards.
 Co-facilitate team meetings and/or group supervision.
 Provide input into performance reviews of staff.

Agency Liaison to the Community

 Maintain effective relations with partners and help in the development and management of key strategic partnerships.
 Foster relationships with the community and a variety of stakeholders including but not limited to service providers and government entities.


 Monitor compliance with accreditation standards.
 Utilize latest data and current thinking within a clinical context of homeless services and supported housing fields to inform the program development process.
 Ensure appropriate data collection and reporting as required by funders, government entities, and agency senior management.
 Prepare progress and performance reports for internal and external communication.
 Provide excellent project management skills.
 Manage and facilitate multiple projects and teams simultaneously.
 Assist in all areas of program development and evaluation to ensure that programs are effective, efficient, and consistent with the organization’s mission and goals.

Qualifications will include:

 Graduate degree in a Social Work, Humanities, Nursing, Sociology, Social Anthropology or other suitable field preferred or a combination of Under Graduate Degree and relevant experience
 Registration with an appropriate professional association
 Proven supervisory and management experience
 Strong understanding of the dynamics and impacts of poverty and homelessness
 Knowledge of trauma informed practice
 Experience working with diverse communities
 Experience delivering Housing First preferred
 Experience in the delivery of Intensive Case Management services to homeless and/or marginally housed is preferred
 Demonstrated experience in managing government contracts
