Reporting to the Medical and Scientific Director, the Data Analyst is responsible for managing existing and developing new utilization metrics. This includes creating data extracts, productivity, workload, process improvement, research, and data comparisons. This person works closely with clients at all organizational levels to support Data requests to meet internal and external reporting requirements.
Works closely with Laboratory Services leaders to manage existing as well as create new templates, tools, and reports to support the development and monitoring of Provincial Utilization office.
o Performing needs assessments
o Defining data requirements
o Assembling and translating performance data into information/reports utilized for decision making purposes
o Analyzing information to identify trends
o Auditing report and data sourcing and making recommendations for improving data quality.
o Being able to troubleshoot and identify data discrepancies between data sources
o Being able to perform basic statistical analysis, mean, std dev, percentiles with large data sets
Assists staff to gather, analyze and report data in support of departmental productivity measures, Provincial Utilization Office reporting and workload.
Documents standard operating procedures for applications\databases developed.
Maintains various electronic filing systems and preexisting databases to ensure integrity of retained information.
Designs database applications that are user friendly to collect information based on client needs.

Key Skills and Aptitudes
University degree or diploma in business, computing sciences, or related field.
Minimum of 3-5 years of related data analyst experience, preferably in a medical/health environment.
Excellent Standard Query Language (SQL) programming skills and relational database knowledge.
Experience with VB6, VBA, VB.Net, C#.Net an asset.
Expert proficiency in database design, implementation, maintenance, querying and analysis environments, including but not limited to Oracle DBMS, Microsoft Access, Excel and Minitab.
Expert proficiency with full Microsoft Office suite required.
Ability to translate end-user data and report requirements into programming requirements, acquire and merge data sets for comprehensive reporting and validate data to ensure it meets end-user requirements is essential.
Proven data analysis, problem solving and statistical skills, with knowledge of Information Best Practices.
Experience and/or knowledge of business intelligence tools and/or knowledge of Laboratory Information Systems (Cerner Millenium/Classic, Sunquest, Meditech) data and query tools an asset.
Experience with quality assurance / total quality improvement concepts, tools and techniques including quality/performance measurements and indicator reporting.
Strong client focus with proven ability to effectively consult and collaborate with a variety of clients and management levels to achieve business needs and goals.
Strong organizational, verbal and written communication skills, including the ability to write effective, accurate and user-friendly reports and documentation.
Capable of working independently and in teams, demonstrating ownership of assigned responsibilities.
Able to work in a fast paced stressful environment and demonstrates the ability to meet tight deadlines.
Familiarity with legislation, policies and procedures regarding the reporting and disclosure of health information an asset.
