The HR Services Specialist reports to the HR Services Supervisor and is responsible for all recruitment and compensation and benefits related activity.
Coordinates all clerical functions of benefits to enroll employees in WCL Group Insurance, exercising judgment and discretion with confidential issues, and thoroughly explaining benefit entitlement.
Assures accuracy of enrollment and change information submitted to and received from the employee, and assists with the completion of forms. Ensures pension contributions are maintained at all times.
Liaises with departmental managers, supervisors and employees to provide guidance and interpretation on policies and procedures related to Human Resources management.
Monitors, co-ordinates and administrates the personal, maternity and parental leave of absences, ensuring compliance with all legislated and internal requirements.
Works with insurance carriers and pension administrators to obtain information for employee claim forms and resolve employee problems.
Maintains HR Online for new hires, transfers, terminations and reinstatements as required.
Notifies departments of probationary evaluation completion as required.
Prepares various reports as required including those for monthly reconciliation.
Conducts Employee information sessions for new enrollments, detailing entitlement under the Windsor Casino Limited benefit and pension plans.
Provides guidance and advice to managers and supervisors regarding policies and procedures related to recruitment activity.
Reviews employment applications and interviews applicants to evaluate work history, skills, education and training, job skills, salary expectations and other qualifications, and to provide information about the organization and position.
Works with the department hiring manager to determine what behavioural interviewing questions will be used for the selection process.
Ensures that all recruitment activity relating to unionized positions are executed within the parameters of the Collective Agreement.
Interviews internal and external candidates using behavioural based interviewing, in accordance with the Human Rights Code, and makes hire recommendations to the departmental hiring manager based on the interview, appropriate assessment and referencing.
Confers with department hiring managers to identify personnel needs including job specifications, job duties, qualifications and skills necessary for the selection process.
Screens and refers qualified candidates for additional interviews to the departmental hiring manager.
Requests placement of advertising for specific hard to fill vacancies and to increase resume bank for specific positions.
Utilizes Internet online recruiting sources to identify and recruit candidates.
Reviews requisitions, job postings and matches applicants with job requirements.
Initiates and maintains documentation related to employee layoff and recall.
Informs applicants of job duties/responsibilities, compensation/benefits, work schedules/conditions, policies, promotional opportunities and other information.
Maintains records of resumes, applicant flow and employee selection.
Updates and retrieves applicant information in computerized applicant tracking systems.
Conducts reference checks on applicants as required.
Schedules, conducts and scores tests for applicants.
Complies with Windsor Casino limited policies and procedures.
Performs any and all related tasks as assigned by management.
Upholds the highest standard of internal and external customer service at all times.
Administers annual and probationary reviews.
Maintains master position database.
Post Secondary degree/diploma in a related field.
Minimum 3 years experience Human Resources including Recruitment and Comp. & Benefits or 3 years experience in a fully automated H.R. department.
Knowledge of Human Rights Act, Hotel/Hospitality/Gaming Industry and all relevant labour legislation.
Ability to communicate effectively both verbally and in writing.
Experience with word processing applications, excel spreadsheeting, industry-related software, e-mail and internet application.
Physical effort requiring manual dexterity is frequently required (i.e., between 25% and 75% of time on the job).
