On behalf of the OSDG (Oil Sands Developers Group), CAPP is looking for an Infrastructure Collaboration Area Director. With direction and guidance from the Executive Director of OSDG and the Infrastructure Committee, the Infrastructure Collaboration Area Director will oversee the coordination, administration, and day-to-day activities of the Infrastructure Collaboration Area, including planning, launching, supporting, leading, and monitoring ongoing operations.


The mission of the Infrastructure Committee is to foster collaboration amongst oil sands developers, three orders of government, infrastructure providers, developers, and local stakeholders to help plan, prioritize, and promote the development of infrastructure by governments and industry in Alberta’s oil sands. It will also encourage the development of private infrastructure to improve the quality of life in Alberta’s oil sands.

Industry and population growth have created pressure on infrastructure and physical capital projects such as roads, bridges, rail, aerodromes, camps, module transport, and power in Alberta’s oil sands. Infrastructure demands in the area are a shared endeavor with government boards and agencies taking the lead in most instances. The Infrastructure Collaboration Area will have a clear view of industry priorities and advocate for action and timely implementation.

Roles and Responsibilities

Plan Infrastructure Collaboration Area Activities

  • Develop strategic plan and priorities with input from the Infrastructure Committee and Committee Chair
  • Develop an annual budget and operating plan with support from the Infrastructure Committee
  • Plan the delivery of all Infrastructure Collaboration Area activities aligned with the vision, guiding principles, and values of the organization
  • Develop and implement long-term objectives to assess and measure progress of the collaboration area toward a defined set of goals
  • Develop an evaluation framework to assess the strengths of the collaboration area and to identify areas for improvement

Launch Infrastructure Collaboration Area Activities

  • Implement Infrastructure Collaboration Area activities per the strategic plan and priorities
  • Ensure that collaboration area activities operate within the policies and procedures of CAPP
  • Develop templates to document collaboration area activities
  • Collect and maintain records on stakeholders and activities of the collaboration area

Support Infrastructure Collaboration Area Joint Initiative Projects

  • Provide templates and communicate policies, procedures, and practices for Joint Initiative Projects
  • Establish and implement a performance management process for Joint Initiative Projects
  • Engage stakeholder groups and volunteers for project activities using established engagement and communications processes
  • Ensure that all Joint Initiative Project members receive appropriate orientation to the organization and the project

Lead Infrastructure Collaboration Area Activities

  • Communicate vision, activities, and progress to key stakeholder groups to increase engagement and support for the collaboration area and broader organization
  • Work closely with other collaboration area directors to ensure consistency in approach/outcomes and identify opportunities that enhance collaboration
  • Coordinate the delivery of services among different Joint Initiative Projects and collaboration areas to increase efficiency and impact

Monitor Infrastructure Collaboration Area Activities

  • Provide status updates and compile reports on the collaboration area for the Executive Director, Infrastructure Committee, and CAPP Oil Sands Executive Policy Group
  • Ensure that the collaboration area operates within the approved budget
  • Monitor cash flow projections and report actual cash flow and variance to the Executive Director
  • Manage project funds and work closely with CAPP accounting function according to established policies and procedures
  • Ensure that all financial records for the collaboration area are kept up to date and provided to the CAPP accounting function
  • Provide required information to generate invoices and submit to CAPP according to established policies and procedures
  • Identify and evaluate the risks associated with collaboration area activities and take appropriate measures to control/mitigate risks
  • Monitor collaboration area activities on a regular basis and conduct an annual review/evaluation
  • Report review/evaluation findings to the Executive Director and Infrastructure Committee and recommend changes to improve the collaboration area as appropriate


  • Bachelor’s degree or equivalent in an applicable subject area
  • 4-6 years of experience operating in a relevant industry or organization

Knowledge and Experience

  • Knowledge of infrastructure related topics and issues, including;

o Air travel;
o Traffic/transit;
o Highway improvement;
o Multi-modal transportation;
o Camps and satellite communities.

  • Strong relationship development skills
  • Knowledge of key infrastructure related stakeholder groups
  • Comfortable with MS Office products, including Outlook, Word, PowerPoint, and Excel
  • Basic accounting and financial reporting skills


  • Compensation will be based on educational background, knowledge, experience
