About The Role:

We are looking fora Benefits Clerk to join our team! The Benefits Clerk is responsible for processing applications and evaluating applicant suitability, processing annual income reviews and rent benefit claims and other clerical duties to support the administration of current and future Housing Benefit programs. Salary: $56,140.13 to $67,595.31 per annum

Key Responsibilities:

  • Respond to inquiries regarding housing benefit programs in accordance with prescribed regulations and procedures.
  • Review income verification documents ensuring continued eligibility in accordance with the regulations, policies, procedures, and guidelines.
  • Prepare and process annual income review packages to ensure continued eligibility.
  • Review and sign benefit agreements with current clients in accordance with prescribed policies and procedures.
  • Respond and process termination notices and cancellations provide correspondence and other material for customers as required.
  • Determine and make the required financial transaction(s) to process tenant accounts receivable documents.
  • Research and request replacement of missing benefit payments as required.
  • Maintain banking information for Electronic Funds Transfer (EFT)
  • Communicate with recipients in a trauma informed manner to support the administration of benefits
  • Problem solves and support those with barriers to minimize impact to recipients.
  • Establish and maintain supportive relationships with Benefit Program applicants to ensure proper placements are completed and that clients are fully aware of their obligations under the government programs.
  • Review submitted applications and identify those that are highest priority in need. Evaluate and validate file information to ensure it is current and it meets the obligations under the Rent Subsidy Regulations that the application is ready to be placed.
  • Assess the program fit for households, offering, and assigning RAB & TRAB to applicants who are on the priority list according to corporate policies, processes, and Government of Alberta Regulations.
  • Provide applicants with general information on the program including how the program operates. Provide Civida team members with information, training and support where needed.
  • Inform applicants of their responsibilities under the agreement.
  • Complete program agreement with new clients joining the program.
  • Calculate amount of benefit and set up direct deposit.
  • Maintain existing Private Landlord Rent Supplement Agreements until expiry.
  • Review submitted claim forms for completeness and correctness.
  • Process claims for payment.
  • Liaise with Finance department to track and complete claim summary package.
  • Adjust claims report, when notices of rent increases are received, or annual verifications of income occur, that changes the subsidy amount to be claimed and processed.
  • Responsible for the application of all legislation and regulations as it relates to Rent –Benefits.

Qualifications:

  • A minimum of one (1) year related experience.
  • A post-secondary degree or diploma in Business Administration, or related field of study preferred.
  • Knowledge of trauma informed approaches required.
  • Some knowledge of basic accounting principles.
  • Knowledge of other agencies and organizations to provide appropriate referrals for clients as required.
  • Knowledge of social and language barriers, human behavior, family dynamics, health, mental health and addiction issues in dealing with a very diverse group of clients.
  • Knowledge of applicable legislation, including, but not limited to, the Rent Supplement Regulation, Social Housing Accommodation Regulation, Freedom of Information and Protection of Privacy Act, and the Residential Tenancies Act and regulations.
  • Strong communication skills.
  • Agility with changing demands, program expectations.
  • Strong analytical problem solving and decision-making skills.
  • Ability to work independently with minimal supervision.
  • Ability to maintain positive and productive relationships with internal and external stakeholders.
  • Excellent organization and time management skills.
  • Ability to deal with difficult and complex situations.
  • Ability to review contracts and identify issues and requirements.
  • Ability to be tactful, diplomatic and use good judgment in resolving issues.
  • Strong computer skills including Microsoft Office and ability to learn other platforms.
