Responsibilities


GENERAL ACCOUNTABILITY:


The Access Transit Fleet Inspector helps ensure the quality and compliance of new Custom and Community Shuttle vehicles through pre-delivery inspections, warranty management, and supplier coordination. The position assists in managing CMBC’s fleet projects by verifying assembly line inspections, preparing acceptance reports, and addressing product deficiencies with manufacturers. This role tracks TransLink’s contract operators to help ensure adherence to agreements, performs on-site vehicle inspections, and offers technical guidance and training. The Access Transit Fleet Inspector also offers technical expertise to help resolve maintenance issues, establishes part replacement guidelines, and supports budget planning and cost monitoring. Additionally, the position helps with the coordination of vehicle assignments, contributes to RFP evaluations, and provides technical assistance for capital projects.


ILLUSTRATIVE EXAMPLES OF ACCOUNTABILITIES:


1. Inspects new Custom and Community Shuttle vehicles before delivery to ensure the manufacturer has adhered to the specification requirements of the contract documents. Suggests acceptance or rejection of new vehicles into service. Liaises with suppliers to ensure that all recoverable costs are received from warranties by helping to maintain and review warranty files on all vehicles.


2. Verifies that CMBC’s fleet project deliverables are satisfied by conducting inspection of new vehicles on the assembly line to ensure the bus manufacturer’s adherence to the specification requirements outlined in the RFP/tender documents by:


Performs on-site assembly-line inspections to help ensure bus manufacturers are adhering to requirements established by the vehicle contract by travelling to manufacturers’ plants including international locations.


Preparing inspection reports, completing and ‘snag lists’ detailing product deficiencies. Liaising with QA representatives of bus manufacturers to identify action plans for fault repairs. Liaises with suppliers and internal staff to ensure that all recoverable costs are received from warranties.


Preparing Factory Release reports for vehicles meeting CMBC’s standards.


Supporting Fleet Capital Project’s assigned by the Project Manager in the authorization process for new bus acceptance.


3. Verifies that TransLink’s contract operators adhere to the terms and conditions of their Annual Operating and Vehicle Lease Agreements by:


Scheduling and supporting on-site vehicle inspections that may require road testing to check and record the condition of the vehicles and quality of the maintenance work (i.e. mechanical and structural condition, physical appearance, cleanliness and condition of the safety equipment),


Preparing inspection reports for vehicles and providing technical advice to the contract operators regarding maintenance work requirements.


Providing training courses with contract mechanics and additional community shuttle fleet mechanics in addition to conventional fleet, in conjunction with the Manager, Project Delivery to mechanics, operators and Custom and Community Shuttle Transit System Managers in the proper maintenance.


Applying procedures addressing technological advancements (i.e., loading procedures)


Participating in presentations at regular Custom and Community Shuttle Transit Maintenance workshops.


4. Offers technical guidance to help resolve maintenance issues and review maintenance systems and programs by:


Compiling, researching and assisting in analyzing, and evaluating mechanical issues and providing information on parts and component standards, in consultation with Fleet Project Delivery and Access transit.


Reviewing and setting guidelines for replacement parts, monitoring part usage and costing information to ensure standards are maintained, in consultation with Fleet Project Delivery.


Tracking preventative maintenance programs and associated costs using computer software programs and providing information to the Manager, Project Delivery to assist in ensuring maintenance procedures and costs are considered.


Preparing and circulating bulletins to TransLink subsidiaries including Custom and Community Shuttle Transit System contractors regarding fleet specific vehicle operating and maintenance problems to ensure correct procedures are employed.


Identifying vehicle maintenance training requirements and preparing annual maintenance training budgets and recommendations for the Manager, Project Delivery’s approval.


Assisting in the development of course materials and curriculum for approval.


Assisting in training sessions for TransLink subsidiaries, Contract Managers and maintenance providers on maintenance issues to help meet contract requirements.


5. Liaises with Access Transit and accounting staff, Fleet Project Delivery, equipment suppliers and vehicle manufacturers concerning maintenance, warranty and operating practices, invoices, and vehicle assignments.


6. Assists the Manager, Project Delivery with costing information for the Custom and Community Shuttle Transit Systems’ maintenance budgets including:


Tracking maintenance, fuel, and tire costs of each contract operator to support efficient operations.


Compiling reports on trends of maintenance expenditure and estimating annual costs by comparing actual costs to age of vehicles and annual kilometers driven.


Reviewing training requirements for Contract Operators.


7. Writes in collaboration with Manager, the HandyDART vehicle and equipment specifications for RFP documents and participates in the evaluation and scoring of RFP’s, and liaising with TransLink Strategic Sourcing as required including:


Assisting in writing technical specification for TL HandyDART and Community Shuttle vehicles.


Reviewing optimum type of vehicles for contract systems.


Advising on vehicle procurement teams.


Reviewing modifications and new designs offered by manufacturers and suppliers.


Liaising with contract operators and users to incorporate workable suggestions.


Observing and reviewing, on an ongoing basis, any other design deficiencies.


8. Assists in coordinating the assignment of new vehicles and relocations within the fleet between transit locations, following the guidance of the Manager, Project Delivery.


9. Offers technical guidance for projects such as equipment modifications to the existing fleet.


10. Prepares reports and letters related to inspection, technical, training and budget information on an ongoing basis.


11. Supports representation of CMBC as a subject matter expert on matters related to legal vehicle checks, accident investigations and technical matters and helps provide information to various internal departments and external agencies such as the Department of Transport, the Motor Vehicle Branch.


12. Works with the Provincial CVSE to ensure compliance with vehicle recalls for technical deficiencies. Ensures Operating Contractor completes the work within the timelines prescribed by the CVSE


13. Helps to provide testimony in court and supports the meetings with senior management and union executives during fleet shut down situations and others.


14. Tracks in-house inspection procedures for the Motor Vehicle Branch Preventive Maintenance Program, suggests improvement as needed, and reports on compliance and issues.


15. Assists in developing and maintaining training guides and manuals on new buses for both in-house courses and OEM manuals, including:


Reviewing new bus and vendor specifications for incorporation into training courses.


Purchasing training tools and equipment.


Assisting in the development, preparation, and delivery of training courses on new vehicles and related subjects such as total vehicle mechanical systems, engine and transmission overhaul and troubleshooting, gasoline, diesel and electrical propulsion systems and microprocessor control systems.


Liaising with local colleges and other properties.


16. Plans and coordinates inspection travel schedules including logistics and completing associated travel expense reports


17. Performs other related duties as assigned.

Qualifications


EXPERIENCE:


Requires five (5) years’ experience in a commercial vehicle repair and maintenance environment to obtain a broad general knowledge of all aspects of vehicle troubleshooting and repair techniques.


EDUCATION:


Grade 12 or equivalent.


General technical background with a trade qualification related to commercial vehicle transport.


Trainer’s course in instructional techniques.


Red Seal Certification as a Truck and Transport Mechanic or Heavy-Duty Equipment Mechanic in commercial transport vehicle maintenance repair.


Apprenticeship as a Commercial Transport Mechanic or Heavy-Duty Mechanic, or possession of a Military Certificate in Vehicle Technician QL5 and a Red Seal Certificate of Qualification Truck and Transport Mechanic.


CVIP certification is preferred.


ADDITIONAL REQUIREMENTS:


Class 2 driver’s license with air brake endorsement.


Up-to-date driving abstract with a maximum of 6 points in the past 3 years, and no impaired convictions, roadside suspensions, or prohibitions in the past 5 years.


Must undergo a comprehensive medical examination.


Excellent understanding and practical knowledge of electrical work, steering systems, hydraulic systems, and air brake systems.


Ability to use standard Office tools (word processing, spreadsheets)


Strong communication skills


Ability to travel within local, provincial and international locations


Able to manually carry loads between 10kg and 20kg on a regular basis, and over on a minimal basis.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Rate of Pay


Salary $8,993 - $10,791 per month (Actual salary offered will be commensurate with education, experience and internal parity).
